1)Short Description:
To provide credit billing services to the relevant community heating schemes.
The service will focus on providing monthly heat billing, based on consumption, with elements of electricity and cold water metering in a small minority of instances. The credit billing will need to be undertaken in conjunction with the Data Service comprising the collection and validation of meter readings and consumption data.
The Service Provider will also be expected to provide a management service that allows the client access to view information on all residential accounts.
The Service Provider will be required to provide planned & responsive maintenance for the installed metering & billing equipment i.e.the meters, AMR, telecoms, data collection systems, software, etc.

Title: Planned & Responsive Maintenance
1)Short Description:
Bidders should note that they will be tendering for the Planned and Responsive Maintenance of the community heating ‘Plant and Equipment’, as well as the hot water cylinders (where installed) and central heating equipment located within the Units.
(Plant and Equipment means any plant and equipment installed as part of the heating system that is located on the Primary circuit, including but not limited to; boilers, pellet stores, heat stores, pumps, expansion vessels, pressurisation units, controls, BMS, sensors, manual and automatic valves, gauges, heat meters located in the plant rooms and risers, pipework, insulation, supports, water filtration units, air and dirt separators, dosing pots, HIUs and equipment within the HIUs, and any other equipment that is part of the system that provides heat to the Units and is located on the Primary circuit. It does not include any of the heat meters within the Units or any prepayment units or prepayment valves, nor does it include and hot water cylinders or central heating equipment located within the Units that are not part of the Primary system)
The heat meters and any prepayment units and prepayment valves are excluded from the Project.
The plant rooms have a combination of CHP engines, gas boilers, biomass boilers that produce the heat for distribution to the Units.
There are also pumps, pressurisation units, expansion vessels, Building Management Systems, filtration units, strainers and dosing pots to control heat distribution and maintain water quality.
Where the Primary pipework enters the risers in the apartment blocks there are commissioning sets, drain points, isolation valves and strainers.
